Dahlia Cuartero was preparing to cook stir-fried bean sprouts for lunch at her home in Bulacan when the news popped up on her Facebook feed. Earlier that day, 11 March, the former President of the Philippines Rodrigo Duterte had been arrested by local authorities on a warrant issued by the International Criminal Court.
Cuartero dropped what she was doing and called her three children so they could watch the breaking news together on television. ‘My joy knows no bounds,’ Cuartero, 60, told New Internationalist.
