When Uganda asked the International Criminal Court (ICC) to investigate the Lord’s Resistance Army (LRA) in the north of the country, in December 2003, it made history as the first state to invite the court to cross its borders.
My home country went further than most. In 2008 Uganda built an International Crimes Division in our High Court, then in 2010 it adopted its ICC Act so that it could prosecute international crimes domestically.
